A. ORD - Adopt Ordinance to Create Potomac Shores Tourism Zone – To consider the adoption of an ordinance (the "Tourism Zone Ordinance") creating the Potomac Shores Tourism Zone (the "Tourism Zone") pursuant to Virginia Code Section 58.1-3851, approving a tourism development plan, authorizing a tourism project, and providing for gap financing of a tourism project (the "Tourism Project") pursuant to Virginia Code Section 58.1-3851.1. The Tourism Zone will include approximately 228 acres located along the Potomac River in the Potomac Magisterial District in the area of Potomac Shores Parkway and Cherry Hill Road and is expected to include a resort hotel and related amenities, a golf club and golf course, and a town center with retail and office space. The Tourism Project is expected to consist of the resort hotel, conference center and related amenities, golf course and club house, and town square retail facilities. The Tourism Zone Ordinance will also approve a Performance Agreement among the County; Harbor Station Communities, LLC and Athens Development VA, LLC, or their respective affiliates or assignees, as developers; and the Cherry Hill Community Development Authority (the "CDA") – Steve Solomon – Finance Department
